DeLauro, Blumenthal, Murphy Announce Over $1 Million in Federal Funding To Hire New Firefighters in Guilford

GUILFORD, CT (September 22, 2017) — Congresswoman Rosa DeLauro (CT-03) and U.S. Senators Richard Blumenthal (D-Conn.) and Chris Murphy (D-Conn.) announced $1,560,526 in federal funding to the Town of Guilford from the Federal Emergency Management Administration’s (FEMA) Staffing for Adequate Fire and Emergency Response (SAFER) program. The funding will allow the Guilford Fire Department to hire 8 new firefighters.

“Day in and day out, firefighters put their lives on the line to save others and deserve the support needed to do their jobs safely and effectively. These significant federal dollars will help ensure that the Guilford Fire Department is well-staffed and ready to protect the community. We applaud FEMA for this wise investment and thank the brave firefighters in Guilford for their tireless service.”

WASHINGTON, DC (September 7, 2017) — Congresswoman Rosa DeLauro (CT-03) today released the following statement calling for quick Congressional action on the bipartisan agreement on disaster relief spending, avoiding default on our nation’s credit, and a three-month extension for federal spending.

 “Congress must quickly act on the agreement reached by President Trump and Congressional leaders on both sides of the aisle. It is critical that we fulfill our moral duty to provide emergency relief for those affected by Hurricane Harvey and Irma. At the same time, this agreement will avoid a painful government shutdown and allow the federal government to continue paying its bills and meeting the obligations of our creditors.

“The fact is we do not have a budget deal and Republicans need to work with us to create one. The current bills being debated cut billions of dollars from programs that help grow our economy, help jobs seekers find good-paying jobs, educate our students, and protect women and seniors. Instead of continuing down that path, House Republicans need to build on this bipartisan agreement with Democrats by raising the discretionary spending caps and enabling Congress to fund programs that support the middle class.”

WASHINGTON, DC (September 7, 2017) — Congresswoman Rosa DeLauro (CT-03) today released the following statement in response to U.S. Department of Education Secretary Betsy DeVos’ remarks rolling back Title IX guidance for colleges and universities on how to deal with campus sexual assault.

 “Over the past several years, survivors of sexual assault demanded that schools do a better job of enforcing their rights on campus.  The Department of Education responded in 2011, providing guidance that sent a clear message: schools must investigate and address sexual violence in a prompt, impartial and equitable manner.

“Yet today, Secretary DeVos and the Trump administration have begun rolling back these critical protections. That is unconscionable. We cannot go back to the days when these issues were swept under the rug. Survivors deserve the same protections as accused students in sexual assault proceedings, and all students deserve to learn in an environment free from sexual violence.”

Rosa DeLauro Honors Mother, Luisa DeLauro, Who Passed Away at 103

NEW HAVEN, CT (September 10, 2017) Congresswoman Rosa DeLauro (CT-03) today honored her mother, Luisa DeLauro, after she passed away on September 9 at the age of 103. Born December 24, 1913, Luisa was the third of six children born to Cesare and Luisa Canestri. Raised in New Haven’s Wooster Square, she dedicated a lifetime to the neighborhood she called home and the people who lived there.

“My mother was no stranger to hard work,” said DeLauro. “When I was growing up, she worked in a sweatshop, sewing shirt collars for pennies. Every day after school, she would make me come by to see the horrible, cramped conditions. It is something I will never forget. The lesson she passed on was clear: work hard. Make something of yourself. Get a good education.”

“My mother has always been my greatest inspiration and I will miss her greatly. She taught me the most valuable of lessons of my life,” continued DeLauro. “She understood that politics was an avenue for change—a way to help people who were struggling. It is truly the blessing of a lifetime to have been able to follow in her footsteps, to serve the people of New Haven and Connecticut. All of my actions are guided by her love, encouragement and dedication.”

Luisa is the longest serving member of the New Haven Board of Aldermen in the City’s history, having served 35 years from her first election in 1965. Her colleagues respectfully referred to her as “the dean of the Board of Alderman,” having served under six Mayors and nearly all of the committees on the board.

Luisa dedicated much of her time to issues involving seniors, the working poor, and, of course, Wooster Square. While serving as vice-chairman of the New Haven Historic District Study Commission, she was instrumental in designating Wooster Square as New Haven’s first Historic District. She was also one of the founders of the neighborhood’s annual Cherry Blossom Festival. At the end of her unparalleled tenure, she expressed “great satisfaction” in what Wooster Square had achieved over the years, calling it “a diverse and tolerant neighborhood, now a Historic District, and a vital part of our city.”

Luisa was married to Ted DeLauro from November 1938 until his death in April 1971. She and Ted, fondly referred to as the “Mayor of Wooster Square,” often gave great assistance to immigrants who found it difficult to overcome language barriers and the complexities of American life.

Luisa was also a fierce advocate for women’s equality. While serving as Secretary of the Tenth Ward Democratic Club in 1933, she penned an article in the Club’s newsletter showcasing her dynamic spirit: “It is not my intention to be critical, rather my motive in writing this article is to encourage the female members of this organization to take a more active part in its affairs. We are not living in the middle ages when a women’s part in life was merely to serve her master in her home, but we have gradually taken our place in every phase of human endeavor, and even in the here-to-for stronghold of the male sex: politics.” She closed her inspiring editorial with a call to action that resonates to this day, “Come on girls, let’s make ourselves heard.”

(September 26, 2017) – Congresswoman Rosa DeLauro (D-CT), Ranking Democrat on the Appropriations Subcommittee on Labor, Health and Human Services, and Education, and Congresswoman Nita Lowey (D-NY), Ranking Democrat on the House Appropriations Committee today requested specific details from Health and Human Services Secretary regarding his reported dozens of flights on private charter planes at taxpayers’ expense.

News of this lavish travel conducted since May 2017 is particularly disturbing as Secretary Price defends a Trump Administration budget request that would slash vital services for hardworking Americans and cut HHS’s budget by 18 percent.

The senior Appropriators wrote, “While we welcome both the Inspector General review of your conduct and your pledge to stop using expensive charter flights while the review is ongoing, the Appropriations Committee has a responsibility to ensure responsible use of appropriated funding and to enact spending laws that prevent wasteful spending.”

Dear Secretary Price:

We are writing in response to recent media reports that you have spent more than $400,000 of taxpayer funds on chartered private flights during your seven-month tenure as Secretary of the Department of Health and Human Services (HHS).

If true, this is an unacceptable abuse of U.S. taxpayers.

According to a recent article in Politico, published September 21, you have taken “at least 24 flights on private charter planes at taxpayers’ expense since early May,” including private chartered flights to Philadelphia, Nashville, Chattanooga, and Aspen, as well as Maine, New Hampshire, Michigan, West Virginia, and Oklahoma. 

Politico notes that the Department of Health and Human Services spent $17,760 for a chartered flight to Nashville, Tennessee, despite sample fares showing that commercial flights were available for as low as $202.

As the Ranking Members on the House Appropriations Committee and the House Appropriations Subcommittee on Labor, Health and Human Services, Education and Related Agencies, we are deeply concerned about this misuse of taxpayer dollars. It is particularly outrageous that you have wasted taxpayer dollars on lavish travel while President Trump has proposed to slash vital services for hardworking Americans and to cut HHS’s budget by 18 percent.

While we welcome both the Inspector General review of your conduct and your pledge to stop using expensive charter flights while the review is ongoing, the Appropriations Committee has a responsibility to ensure responsible use of appropriated funding and to enact spending laws that prevent wasteful spending.

By September 30, 2017, please provide the following information about your use of private chartered flights:

  • The dates and itineraries of all noncommercial flights taken since being confirmed as Secretary of HHS
  • The cost of each noncommercial flight
  • The official justification for each noncommercial flight

DeLauro Signs Petition to Bring DREAM Act to the House Floor

Washington, D.C (September 26, 2017) – Today, Congresswoman Rosa DeLauro (CT-03) joined with House Democratic colleagues in signing a petition to force a vote on the bipartisan DREAM Act, which would provide a permanent solution to allow young undocumented immigrants brought here as children to remain in this country legally.  If the petition is signed by a majority of Members, the House would be forced to take a vote on this legislation. DeLauro also urged Republicans to participate in this effort to force a vote.  

“DREAMers across the nation are living in fear due to the lack of action by the Congress to take up the DREAM Act after the Trump Administration cruelly decided to abandon support of the DACA program,” said Rep. DeLauro. “We must act immediately to help the 800,000 DREAMers that are studying and working hard in our communities to make this nation strong, and I urge all of my colleagues to join the petition to bring the bipartisan DREAM Act to the floor for a vote.”

“Despite the heated rhetoric and misinformation surrounding this DACA,” continued DeLauro. “There are many requirements to qualify, such as entering the U.S. before age 16, continuously living in the U.S. since 2007, not being convicted of felonies or significant misdemeanors, and finishing high school or serving in our armed forces. DREAMers have followed the rules, gone through the entire application process, and been approved to stay in our nation.”

Rep. DeLauro is a cosponsor of the DREAM Act (H.R. 3440) a bipartisan bill to permanently protect DREAMers from deportation. It was originally introduced by Rep. Lucille Roybal-Allard (D-CA) and Rep. Ileana Ros-Lehtinen (R-FL) on July 26.

Connecticut Delegation Urges Energy Department To Release Remaining Funds Of $15 Million Award To Danbury-Based FuelCell Energy

WASHINGTON, DC (September 22, 2017) U.S. Senators Chris Murphy (D-Conn.) and Richard Blumenthal (D-Conn.), and U.S. Representatives John Larson (CT-1), Joe Courtney (CT-2), Rosa DeLauro (CT-3), Jim Himes (CT-4), and Elizabeth Esty (CT-5) urged Department of Energy Secretary Rick Perry on Friday to release the remaining funds of a $15 million grant the Department awarded the Danbury-based FuelCell Energy, Inc. in 2015. FuelCell Energy, Inc. – which also operates a facility in Torrington – received a $15 million commitment from the Department of Energy to develop a fuel cell technology that reduces emissions from coal- and gas-powered plants. To date, the Department of Energy has released only $3 million of their $15 million commitment. In a letter to Secretary Perry, Connecticut’s federal delegation emphasized that completion of FuelCell Energy, Inc.’s technology would directly support American manufacturing jobs and help protect our environment, but that the project cannot be completed without the remainder of the Department of Energy’s $15 million commitment.                                                        

“Of the $15 million commitment from the Department, $2 million was obligated at the time of the award, and an additional $1 million followed in August of 2016. Since that time, no funds have flowed to the project, leaving a $12 million commitment from the federal government unobligated,” wrote the delegation. “We urge the Department to obligate additional funds immediately after FuelCell Energy, Inc. reaches the milestones prescribed in the cooperative agreement, as the promising project cannot advance and realize its full potential until the funds are released.”

The members continued, “This project highlights American innovation and manufacturing, and it will directly support U.S. manufacturing jobs. We thank you for your attention to matter, and we again urge you to continue the funding stream for this groundbreaking technology.”

 

The full text of the letter is below:

Dear Secretary Perry:

We write in strong support of a fuel cell technology that we believe is an important tool to reduce emissions from coal- and gas-powered plants across the country. The technology is currently in the final stages of engineering, and the construction of a large-scale demonstration of this technology at a power plant in Barry, Alabama, is scheduled for 2018. The Department of Energy (Department) already awarded funds to the project in 2015, and a portion of that award has been obligated. We urge the Department to obligate the remaining funds as quickly as possible.  

In 2015, FuelCell Energy (FCE) was awarded $15 million (Assistance Agreement Award No. DE-FE0026580) from the Department’s Office of Fossil Energy on this $23.7 million demonstration project. FCE is funding the remaining $8.7 million as part of a cooperative agreement with the Department. Of the $15 million commitment from the Department, $2 million was obligated at the time of the award, and an additional $1 million followed in August of 2016. Since that time, no funds have flowed to the project, leaving a $12 million commitment from the federal government unobligated. It is our understanding that under the cooperative agreement between the Department and FCE, once FCE reaches certain milestones, the Department will release additional funding from the grant award. We urge the Department to obligate additional funds immediately after FCE reaches the milestones prescribed in the cooperative agreement, as the promising project cannot advance and realize its full potential until the funds are released. 

The FuelCell Energy technology is innovative insofar as it merges the fuel cell process, which is hungry for carbon dioxide, with power plants that produce large amounts of carbon dioxide. The carbon dioxide from the power plants flows into the fuel cell and eventually emerges in a highly concentrated form, ready for storage. Not only is the carbon dioxide separated and compressed, but the fuel cell also produces power in the process, thus making the fuel cell carbon capture technology more cost-effective relative to other technologies. In addition to those benefits, the FuelCell Energy technology also diminishes the amount of nitrous oxides generated by combustion processes in large-scale coal and gas power plants. The Department has previously provided assistance for the research and development of this technology, and the Plant Barry project—the first utility-scale demonstration—is the culmination of those efforts.

The Barry, Alabama project will demonstrate carbon capture from natural gas-fired power generation as well as from coal-fired power generation. After two years of laboratory tests, this megawatt-scale demonstration project is a critical research project for our economy and our environment. Further, this project highlights American innovation and manufacturing, and it will directly support U.S. manufacturing jobs.

WASHINGTON, DC (September 26, 2017) Congresswoman Rosa DeLauro (CT-03) released the following statement urging Congress to pass the Medical Device Safety Act, which would enhance legal protection for victims of unsafe medical devices. Currently, high risk device manufacturers are protected from being held liable at the state and local levels if their device has received premarket approval from the Food and Drug Administration (FDA).

”One of our government’s most important duties is to keep our people safe from harm, whether it is the food we eat, the medications we take, or the medical devices we use,” said DeLauro. “Too often, that basic mission is going unfulfilled at the FDA. Failure at the FDA has awful consequences, as faulty medical devices have tragically injured, or even killed, thousands of Americans across the country.

“Instead of serving as a steward for public safety, the FDA has put its stamp of approval on these potentially unsafe devices, with manufacturers’ bearing no legal risk when things go wrong,” continued DeLauro. “Even after the FDA knows that these devices put people at risk, it simply will not take them off the market. That is why Congress must immediately pass the Medical Device Safety Act, to arm American families with the necessary tools to hold these companies accountable once and for all. I will not let up in the fight—alongside my colleagues and consumer advocates—to get this life-saving legislation signed into law.”

“The health of thousands of women has been negatively affected by FDA’s lack of proper oversight, specifically with Essure,” said Amanda Rusmisell, Legislative Liaison for the Essure Problems Group. “This product not only impacts women’s quality of life, it also puts an enormous financial strain on them and their families. Despite FDA’s Black Box Warning on Essure and our pleas to take this product off the market, women are still in the dark about its potential dangers— such as hysterectomies, autoimmune diseases, additional surgeries, and life-threatening health effects. That is why the Medical Device Safety Act is so crucial. Women deserve to know about the dangers of this product, and if they are impacted by Essure, they must be able to take action.”

DeLauro is a senior member on the subcommittee responsible for funding the U.S. Food and Drug Administration.

NEW HAVEN, CT (September 8, 2017) — Today, U.S. Senators Richard Blumenthal (D-CT) and Chris Murphy (D-CT) and U.S. Representatives Rosa DeLauro (CT-03), Joe Courtney (CT-02), Jim Himes (CT-04), and Elizabeth Esty (CT-05) announced Federal Emergency Management Agency (FEMA) Assistance to Firefighter Grants (AFG) totaling $1,090,422 to fire departments in Harwinton, New Canaan, Groton, Scotland, Stratford, and Willimantic. In addition, New London will receive a FEMA Fire Prevention and Safety Grant totaling $84,875.

“Firefighters put their lives on the line and deserve to have the most up-to-date equipment and resources available to do their jobs safely and effectively. This round of federal funding will ensure that fire departments across Connecticut can continue to save lives and keep our communities safe,” said the members.

The full breakdown of the awards is below:

·           Harwinton, CT: $97,524 for Firefighter Breathing Apparatus

·           New Canaan, CT: $14,286 for Vehicle Extrication equipment and a Thermal Imaging Camera

·           Poquonnock Bridge FD, Groton, CT: $42,858 for a fire diesel exhaust removal system

·           Scotland, CT: $17,572 for Firefighting Hose

·           Stratford, CT: $59,091 for an Air Compressor – Air Refill System

·           Willimantic FD, Windham, CT: $859,091 for an Aerial Truck

·           New London, CT : $84,875 for Fire Safety Education Programs
